Pill gives 1% of what currently your refinement gives. If you give it to lv9, it will give 1% of what lv9 gives, if you lvl up that gear to 10, pill will give that 1-2 stats more.

What your purification is it doesnt matter at all, since pill bases ONLY on refinement level. So you should just use it on your highest lvled piece of equipment.
