Yes, but if the amount of them redeemable is low then they are actually not added at all.

That said, lets consider the best case: 5 level 10 refinements where they are actually additive. Those 50 pills would grant exactly 330 initiative (the 330 other secondary stats are close to be irrelevant on people with 10k+ of them).

It's a lower quantity of initiative than what you get by bringing a single initiative rune from level 10 to 12 WITHOUT considering any multiplier coming from charms. (1050 keys used during the monthly rebate give about 1000/1200 exp per kind of rune. Bringing a 10 to 12 costs 5300 exp more or less, so in 1 year with 14000 keys you can do it twice).

So for me and as i said for everybody that is not a whale those pills are close to be useless if not added in that very minimum amount and that's why i don't evalue them more than 200/250 coupons each one (the full pill) and i will never evalue them more than that much because every 3 months you bring in a feature that gives me the same 300 initiative with less than 7k coupons spent (last ones? Nature chakra and myoboku trial, just for example).

But you are right, it's just the first week and if I'm mistaking I'll be happy i was mistaking.

P. S. The chance to get the pill before the 6th roll in myoboku wheel is not low, is 0. It's about 5% at the 6th roll and 20% at the 7th. But oasis may simply add the chances to the rules of the event, add a log of the winners in the server and show me I'm mistaking (that's what means to be transparent).

If they did not want that pills become relatively easy to get then there is literally no point in adding the new item and make it available to everybody.

And if they add it regardless, overall in the place of something else, what do you think about it if not that is a joke?

As i said it was expensive because its original goal, exactly like rank 9 ba, was to be a whale only item when there were just 3 ways to get initiative: ba, refinements and cave keys. Now there are about 20 and at least 6 or 7 of them are more efficient than pills even once you reach the whale only side of them (like myoboku pages 17+ or treasure tools level 15+ or summon cultivation 8th land). Their real in game effect right now is close to 0 even for normal whales unless you are at loco's level of overstacking.
