Actually no.

It's very possible to beat the current naruto six paths meta without owning initiative, but you need high damaging ninjas (lika agk) and skill to know what to do and when to do it.

If you own konan taisho it's easy.

Btw with what you said you may try: water main han kurenai itachi (both full sb) with shark bomb.
