He isnt. He's a mix of jonin minato (chases) and kage minato (aoe) but master of none. His dmg seems lower than kage minatos, but he costs 2x as much. He has undodgeable interrupt and guaranteed aoe (no tag needed), but you c*e mystery every 3 rounds, no reset mechanics. Thats a really long cooldown. He cant chase after himself, neither from mystery nor from standard, so once you are left with only minato alive, he wont get any stronger. If you face dodging ninja, you lost at this point, since you have no way to proc dodge, no resets, nothing.

His immunity+ignite/tag is good, transmog looks nice, interrupt is nice. Standard is decent. But you either have to run wind main with reset, or be ready to cast minato only once during whole fight. In current sosp meta he wont do anything. In the future he gets a 100% def/res and chakra block (both players chakra is limited to r1-20, r2-40, r3-60) as long as the barrier stays. But he requires edo hiruzen, edo hashi and edo tibirama assist links. When he gets barrier, we will see how meta shapes. Currently, hes a dead ninja that just looks fancy, but others get his job done better.

If you are top dog of your bracket, you could utilize that interrupt. But better get sosp. If you are lower bp, forget about him and get sosp. Either way, sosp is superior to minato.
