Yes, it is. It works exactly like the normal naruto.
Consider they may actually be useful for passives like nature energy gathering or, if they are considered as wind ninjas, for passives like temari 5kc (i don't know if this is the case. Normal naruto clones are not considered wind ninjas but maybe those ones are. For example, kisame samehada sharks are considered water ninjas, so if you run chojuro with him he will get boosted by a further 18% atk/nin simply by the fact they are on the battlefield).

so the clones do nothing, and the only attack naruto has is his mystery? hmmmm.... thats interesting though I am not sure how useful he is with that.
They take hits in the place of other ninjas and, as i said, they are something that die and something with some kind of attribute (surely are males).
Lets say you run him + Jigokudo + water main + hinata summer cloth.
If 3 clones are on the field hinata get +100% boost to def and res by her own passive + the boost from naruto passive (basically you do not kill her).
Every clone that dies give you 40 chakra and gives 15% ninjutsu boost to water main up to twice per round (so in round 4+ you will see shark bombs and 10 combo chases so big you may think you were hit by a truck). 3 dies you got +30% nin boost on water main +90 chakra from the passives of jigo and main.
Even if naruto didn't land a damaging standard attack you still got some good synergies and two damaging mysteries per round.
I mean, everything is up on how you use him.
