He becomes a real beast. 10% atk/nin per water character on the field is huge + mystery every round + standard with increased damage + bloodthirsty demon and evasion of standard attacks.

Let's say the OG Chojuro,
Water, Mei, Chojuro, Ao (2 Clones). 60% + Mei 40% = 100% Tai/Nin
Ps. Excluding chance of Water Enhancement, cos it may or may not land on Chojuro.

Mei 40% + 8% x2 that may or may not kill a unit? That's barely half of the OG.
Replace Ao with Mangetsu for extra dodge and standard? Still does more than 8% scaling.
I would rather take 10% for certain and quick sweep, rather than waiting for scaling.
What if scenario... VS someone with M5K.
Water units still buff Chojuro, Let's say 5 for Mangetsu team. That's 50% Tai/Nin
BUT... 8% Scaling is not that bad. It gives Chojuro to become more versatile with other situations and mains.

Kisame samehada sharks are water characters (i tested it in at kakashi clone together with chojuro).
Mangetsu water main with clone kisame and him: 9 water ninjas on the field round 1 + kisame mystery unavoidable and almost sure 70 chakra round 2. Add in water enhancement (that 75% of the times selects him) and you have a chojuro that lands in round 1 2 repulse standard attack (3 if you are not compelled in using kisame asap) with +130% atk/nin boost + a surely resetted cd mystery round 2 (and if something dies the standards will be more).
In this case there's not even a comparison between the damage you could land before the second attack of round 2 is landed between the two options (in the other case your boost at the first standard is just the 40% from water enhancement) and beware that this option, if your kisame is fast is almost sure that comes in effect (unless you meet an edo hiruzen that kills mangetsu and water main clone, but in this case you will still have 110% boost once you use kisame)
But obviously as polaroid memory said the y passive may be better, for example, if you meet a wind main and if you run him with MB instead of AF (but beware that 80% of the damage chojuro lands comes from ninjutsu, so warrior intent doesn't actually boost him that much).

You are relying on all the water-type ninjas to survive whatever damage is incoming for the chojuros to keep that 10%-for-each buff. Against a triple hiruzen/agk/6p, this is infeasible. The 8% atk/nin scale on standard is as you said that much more versatile and less supporting-cast dependent.

Long posts can, at times, be quite informative and help the conversation greatly, with a lot of information and the sort. If they broke it up, it may seem shorter, but it'd make the page overall longer, and things harder to find as they add up and create more pages. It's obviously an 1vs1 blitz team. Same behavior as kushimaru blitz or mb madara blitz. If you are faster or if you find the right enemy you annihilate it, otherwise you do close to nothing.
You talked about hiruzen. What does an edo hiruzen blitz team do agaist a faster move 1 itachi susano'o team? Or against a faster move 1 han + itachi full sb shark bomb team? Nothing. The same applies for chojuro. This is how blitz team work, is a all or nothing.
About gnw, you are forgetting something. AGK/edo hiruzen teams may clamorously fail if the manager summons the gnw summon after they put in queue their mysteries and even if doesn't happen it's enough that you go in with two wind mains with multiple shadow clone jutsu. With 21/24 targets on the field for mysteries that hit at most 9 targets what is the chance that you get fully obliterated? And even if this happens then means, at comparable power, that if you are nullified your group mates very likely are free to move and do what they want. Round 2 hiruzen teams do close to nothing while agk teams may be able to if they use dance of impetus, but your mates still had the time to move the previous round to prevent it...
