  • No. People like that will still dodge the 1st attack that is sent against them. None of Edo Minato's skills have this can't miss on them.

on arena i fought a guy having minato, there was no kakashi ssn with him to make sure it hits (to make my point clear), and minato interrupted my shisuis mystery with his own, shisui wasnt able to dodge, thats why i was confused, as minatos description doesnt enlist "makes sure it hits"
