You never want to continue fighting past first bomb. This is because most buffs expire past 3rd or 5th round, where iruka is required to keep pose of duel buff from earth or asuma, unless your stats are so crazy you can heal up 9tails exploding hell with life regen- in which case you should be so, soo above everybody else in terms of power that it wouldnt matter. Scaling ninjas are no exceptions. Mentioned earlier Tobirama can't scale properly because 9tails cannot be tagged and chase isnt enough to justify giving up all other buffs. Minato may have high damage, but this doesnt translate to high damage per second due to long animations. Long animations are also the case why wind should never use clones in 9t. In case of wind, water and fire they are main damage dealers so you want buffing ninjas to support them. I honestly have no idea about earth, since he was historically the worst main to do 9tails with. Perhaps fully stacked and booked lee could work, but he really shines the lower hp he is, and youbasically always have full hp due to iruka shield and asuma buff. In case of lightning you'd want to either buff him or sasuke, which again leaves you no room for scaling ninjas (also theres no scaling ninja with lightning element that would be suitable for 9tails).
