In ninja collection there are some that say "limited event" or "limited recruitment". Once you get one of these ninja's, make it so you can get fragments for that ninja through ninja collection like the other ninja. Sun scrolls, Moon scrolls, ninja points. I wouldn't even complain if you made it so it is done by coupons or ingots.
