Because you didn't cap it before 3vs3 introduction. If you do not hit the cap the following week half of the exceeding part carries on the following week. Since now, with 3vs3, you are able to cap it every week then you have 0 exceeding part carried over weeks.

i cap moon scrolls every week i hav cap of 61k moon/week(lvl 70 freezing) .By wednesday, it always goes to 40k but this week it is still 31k. idk if it ll reach 60k by sunday

What i was saying is that if your cap is 61k and on Sunday, at the reset time, you are with 58k,then half of the 3k difference gets carried to the next week, so your cap for that week is not anymore 61k, but 62500.

Basically, the base cap every week starts at 40k. If you didnt cap moon scrolls the previous week, half the missing amount (sunday quota - total earned moon scrolls) will be added on top of your 40k base.

3v3 allows you to earn moon scrolls more quickly than before, so understandably the missing amount is a lot less than what it was before the event appeared. This means that less is added to your 40k base quota the next week, which is why you guys have lower moon caps now.
