The super rare in gnw and kage treasure are fixed drops at 1050 if you own all the other rares, but there is a chance, if you do not own all the rares when you hit 1050, that you get, instead, one of the rares you miss. If this happens then the 1st super rare goes in the pull of the common rares and may be each one of the following rares you get.
I can say without a doubt that this is not the case whatsoever. I had all the rares by the time I pulled 700 scrolls. I didn't get my first super rare until 1140-1150.
Some people have pulled before 1000, MOST have pulled after 1100ish. I am under the impression that There may be unseen milestones and your odds increase to pull a super rare slightly (for example, but not actual, every 100 your percentage goes up, etc) with a cap to a guarantee which is beyond 1250. We won't ever know because Oasis still won't post actual rates to treasure pulls and RNG jackpot rates.....even though China has already passed the law stating that they must.
Just expect an average of about 1100 to pull. If you pulled 15 rares, at an average rate of 60 per rare that puts you at around 900 pulls give or take. I would say you are nearly there, you could get lucky and get it within the next 150, but odds are, possibly 300 more to go.
