His books already exist. They show up in one of the time limited shops, they are usually 5k-6k each. Also, Hashi doesn't follow the 4* rule. You can skill break him at 3*. You should start with ninja god if you plan on SB'ing him.
He's referring to the second set of skill changes hashi got in china. He wants to know if they are more skill books, or skill trials that require the use of vials. I don't know myself or I'd answer
