Probably not going to happen. The reason why China added it was because at one point, people had no reason to pull from treasures so they had stockpiles of seal scrolls. Instead of letting them become useless like basic and med refines, they created added incentive by creating those milestones. Seeing as we are on the fast track to catch up to china (at least with money items, and the still missing limited edo jin treasures) there doesn't seem to be a reason to.
