I would personally go for edo tobirama. The event he is in right now is relatively good and he works great with jonin minato and 5kage madara
ssn kakashi fits this team better and hes around 20k as well.
OP, both ninjas have different roles. Naruto is a sustain tank with low damage output and tobirama is secondary damage dealer (with barrier once you have hashi). For first one you need team that supports him in some way, and for the second you need main damage dealer that tobirama can synergize with (mentioned minato is a perfect example). Which one you should get (if any) depends on your ninjas, if you can actually make either of those two work. Since you hoarded 30k, think long term which is best for you. Saving 30k usually takes over half a year for regular person, so better make that investment worthwhile.

Yeah, I know. It's just that between Tobirama and Naruto, I'm looking to either of them to be the centerpiece of my team. For Tobirama, I have a preliminary team of Edo Sasori and Iruka to assist him. But for Naruto, I'm missing Bee from my lineup.
Using water main now btw.
Tobirama isnt meant to be center of the team. In that case, you should go for naruto. Bee can be bought for 2.4k in konoha outlets or treasure of the sages really often.
