which village base on what? a common logic or plots? if base on plot then konoha still the greatest. and if base on common logic then there will be no other villages beside konoha, since other village is just a mere copy from konoha right after hashirama & madara created konoha, which mean if hashirama trully care about the peace and as we all can see he didnt mind about his hand getting dirty, which can be concluded that if he taking all this villages under 1 umbrella thats konoha than we can see shorter story line and there are no wars at least any village wars and obito nor the need to even create akatsuki. that base on village alone, but if u put 6th paths decedent than we have an issue, the issue was cakra origin, on early story kaguya is the mother of all chara which mean a normal human should not have any access to cakra, but later on on kaguya lore, hagoromo teaching or share cakra links into whats called NIN to non bloodline. so basically u can call all shinobi or non shinobi that can invoke cakra is hagoromo and his brother decedents. except senjutsu thingie which is another plot devices, as it labeled as natural energy while yin and yang releases the grandfather of all jutsu/nin and also a natural energy that basically what feeding 10 tails or the sacred tree. and if we including boruto lore then we will have bigger plot holes and power scale that seem over the places, and as in-game village, i think there are no village that standing too much u can win the battle with potato ninjas with a mere BP but as the game its self have tons of kohona and mostly konoha ninjas that have latest cool tech thats called rinnegan and 6th path form or 10 tails we can see that obito=konoha, madara=konoha, ssk=konoha, and so on. xd

and as non village, or group that the most powerful, i think y'all already figure it out. yes akatsuki.. akatsuki vs 5 nations+samurai? a group that almost wiping all 5 nations... yea... another plot devices.
