Technically, outfit doesn't cost that much- you get it as bonus to your recharges- because you don't spend those 7 x 3,5k ingots on it- you can spend it on more valuable things in game. Rewards from platinum recharge are just a free bonus.

But yeah- for now it's just for heavy spenders, those who actually recharge that much for game and it's really not a good thing that there's no other option to get frags of it beside recharging. It will be in other events in future for sure, maybe also expensive coupon-wise but for now, way it got introduced, just leaves a bad taste.
