The design is top tier and if it has the initative stat.

one of the clothing(exquisite silk) has 150 ini as well and as far as i remember never been behind a paywall...so i dont see a reason for this unless they really desperate for money from *ers.

Don't exclude the design aspect. If both is going to be present, then they can argue why they released hana outfit like this even though people will disagree.

i'd be happy if the clothing didnt have any stats at all, like in china, but then again when it comes to our version we have to monetize everything, cuz we are *ing greedy.
