As far as I know, Kage Treasure is the only way to get her. The only other option is to wait for this feature to be released.

I can corroborate on that. That scroll for Ninja Collect is going to be called "Five Kage Summit" or something like that from what I remember. It was mentioned once in a Ninja Test I took a few days ago.

Germany got this "5 kages" scroll this week, so we might see it soon.

Common x10 pull in 5kage treasure, weekend chase missions, decisive bonds yellow or purple ninja pack, up to 60 frag from 6paths rank on arena monthly reset (rng which kage common or gnw konoha ninja you get) and random events. Those are the only ways so far to get her, although she should be in 5kage scroll from pic above sometime in the future. Fastest way is obviously drawing kage.

Sidenote, she isnt really useful, if you plan to make a team with her theres 100% chance theres a better substitution :-)
