Idk if she's broken. My 33K Kushina bites the dust from my opponent's 43K bonded Jonin Minato. Oh wait, she's not OP. Bonded JM is the one that's OP. Oh, wait! Maybe not. My 33k Kushina cannn aaaalso beat my opponent's 20K bonded JM. I guess, she's really OP but still, my 33K Kushina easily dies from my opponent's 60K Sage Naruto. So maybe she's not really OP.
Point is, power > ninja. Even if you have a 100K fully booked EGF Kakuzu or Ay 4th Raikage but your opponent's 3 star Sage Naruto has a personal BP of 200K, then you will still lose.
