No, they are not. Unless the Ninjas are game-breaking (which Edo-Minato is not, nor 20k spending rebate Danzo from before), the f2p are much better off, when the spenders go for Ninja except for Power. Yet nobody is complaining about the 3rd Frog-Map which will further this power imbalance.
I believe people aren't complaining because it's power for all but p2w get to benefit first just like how the oils were introduced. They will probably complain about the price for the Katas.

They gave Anbu Itachi last like january :P
That's an exception since other servers got him else where for free besides the monthly event at 3*

Happened with itachi anbu and hebihime.
Like I said earlier, China, Taiwan and Germany got him for free and a lot of people knew about it so that is the only exception. Hebihime doesn't really count since you can get her in shop. The people that are asking want event ninjas like masked man, Anbu kakashi, Sakura cloak, etc. but that isn't likely since this server has no reason to. The ninjas are still being milked and will continue to.
