Okay so manual barriers are not different from passive barriers, they are all barriers, the difference is how they activate.
Barriers do not stack & there can only be one barrier active at a time- this means one barrier, one barrier buff.

Only one barrier can be active at a time, therefore when Shisui enters the field, his barrier is a passive- so it immediately activates.
If you use Sasukes Mystery, it activates Sasukes barrier, canceling Shisuis barrier.
