I got it at 190. It is after your 3rd rare (so 180). Thats why you usually se the range of 180-210. Like all super rares, it is different for everyone.

He is, as far as I know, always between your third and fourth rare.

I got my own 3rd Ay at 230, ten before rare #4 and 60 pulls after rare #3, but it is 210 average. 190-230.

It's between 210-240 scrolls, he's not that bad early on, but later on there are so much better ninjas, it's not worth to go for him.
