you get it by chance, rng got me about 6 s tools since the release of power feature (low chance of obtaining)

Forging a tool 60 times gets you an S, 60 days basically, 30 days for Jonin Medal as they get 2 a day, I counted it & it's been consistent since release.

Also just to add on, the 60 forges carries over between tools so you can forge 59 fans and then forge a rope and get an S rope

Pretty sure its around 2 weeks for medal and 1 month for non medal.
