Which ninja should i go for? I'm a water main, but i could change main if i have better ninjas

I currently have:

Minato - 6 frags

Madara [5kage] - 11 frags

Shisui - 20 frags

Been wanting all 3 of these. But alot of people reccomended me for Madara => Cancer, or Shisui => meta. Minato => Annoyingness

I don't have a Itachi [anbu]. So, do i still go for Shisui?
