Im Curious, What event sells the cheapest Advanced refinement runes/ packs? Is it Shinobi Feast?

Not sure about Shinobi feast, I usually get 200 advanced refine from lucky board for 6k cps. In the outlet store, it's 2 for 35 cps.

Cheapest could be 2,000 in last sakura fest for 100adv. Otherwise 40% discount in tos for 2200 per 100 then 2500 for 100 in shinobi feast then 2600 per 100 for 30% discount in tos.

that is interesting I have never really looked at sakura event as to buy items there before

That's because they are comparing the rates from the last time sakura came improved. It isn't guaranteed yet if they are coming back just like the rates in great plates keep coming back and removed.

u should also consider the freebies that u can get from spending. sometimes items are sold for a premium because of other returns that spending on it provides.
