Honestly I don't think anyone could say 100%.
If it's intended then I don't see why his price wont change across the board(all events) but I think it's an unintended side effect to a buff that Sakura's Gift got this week that may get tweaked again- if it already hasn't been tweaked.

It also may not be in next Sakuras Gift, just keep saving your coupons until you can pick him up again, only time will tell :0
