    Or if I recharge 50 ingots 2 times (seperately), will I get 1 chance to spin? (50+50 =100)

Both. Every 100 you recharge you getc1 spin.

This week is a spending week, not necessarily with ingots only, anyways i still think that every time you add a new ninja that cost more than 8k you should also add in the same week a new skillbreaktrough so that f2p too have something to do.

For example itachi or yamato breaktroughs would be good...
