Emm.... no. Passive barriers are calculates from total INI. All four ninjas in total, thats why there is the saying in NAruto Online, that you spread power if you play passive barrier, if no you stack pos1. Most of the time fighting my power ppl i have the fastest pos1, wich is shisui(as he is stacked), but i do tend to win barrier only 50%. There is a info thread somewhere in this forum, thats states this.
