The thing is, Hokage Minato is weaker right now compared to Jonin Minato. (Not saying he is useless or bad)

And that is due to the fact there is A LOT of immune/dodge teams running around making Hokage Minato feel useless. And with Jonin Minato gaining his Bond Mystery and can lower his CD to keep interrupting, he feels a lot better.
