  • You need to put Shisui and other 3 ninjas (80-120%), then level up them up to total of Level 25.

    It can be 7,6,6,6 = 25 for the lowest in term of input.

    Or 8,6,6,5 = 25, but from Level 8 and 9 you will start using Purple Bells.

    If you do daily ie TI wherever Moon scrolls you can get. Invest on Green and Blue slowly.

Wow thats a lot of resources... guess minato jonin are the same difficult for unlock 3 on 1 rasengan... anyway thanks for the tips man :)
