- Doesn't seem to be a way to beat Exam 70. Gamabunta has no weaknesses, he just autokills your team unless it has a freakish amount of power.
You need a ton of clones. I used Sai and Naruto with... er... can't remember.. Sakura? GNW Ino? And I had the lightning main, level 65 or so. Barely squeaked by. I must've done that exam about 30 times with different ninjas.
Now I'm level 67 and I can't overcome the wall that is level 75 :Q -

Ninja Exam level 85 Lightning Main
Kimimaro*4, Guy*4, and Tsunade*3
Strategy
Round One:
Use your Main's Mastery skill.
Round Two:
Use Guy's Mastery skill to interrupt and initiate a Combo on Orochimaru ASAP when the round begins.
Round Three:
Use Kimimaro's Mastery skill to initiate a Combo on Orochimaru as well as to Leech some Life back at the same time. By the end of this round you will be fighting Manda.
Manda
Round Four and Beyond:
Use your Main's Mastery skill here and wait to use Tsunade's until after Manda chomps at your team. From this point be sure to use Tsunade's Mastery skill as soon as it comes off cooldown. This helps to utilize her heal on your team forcefully to keep them in good shape.
Use Guy to interrupt Manda's tail swipe and Manda will swallow your team. From here on, use your Mastery skills to Leech yourself as much Life to survive as possible. This will sustain you for the final push.
Final Notes:
This is the first strategy I posted that I really don't have too much to say in, lol. However...man does Lightning have this fight super easy. Defeated this on first attempt. In any case, let's go over stats of the ninjas used and will end there. Hope this helps anyone stuck on this Exam and happy hunting!

Yeah, happened to me as well. So I am wondering if the help text is inaccurate and perhaps suggests a "chance to interrupt" or that he seems to resist interruption under some odd condition. Actually trying to clear this for a friend too. But Guy did interrupt him on my run. Iruka was the second interruption.
If I had to guess though, maybe something happened during their update, perhaps place a bug report. Otherwise I'm not sure what else it could be.
Edit:
Should give the above strategy a go if you have Sai(Obtained with Ranked Currency from Shop). Generally will have 4 clones on the field for the most part this way.

You need to auto for them to do interrupt on the one using skills. -
