It's the order you place your ninjas in their slots. Move your main to the slot recommended in the strategy first, then Kankuro to his, and then Naruto to his.
The order you move your ninjas to their slots is the order that buffs/pet summons/etc. at the beginning of combat take place.
To further explain this:
If your ninjas are ALREADY PLACED and you want to change the buff/clone order, you simply make sure that the buff you want to go off LAST is moved LAST.
For instance, if I placed Main, then X, then Y, then Z, that would be the buff/clone summon order. However if I really needed Y's buff to go last, I would simply move Y to another spot and then move it back to the one I wanted it to be in. The last ninja moved, not placed, is the one that buffs/clones last. Make sense?
So if you wanted to make sure that someone like Iruka and Gaara buffed Naruto AND his clone(s), what you would do is move Iruka or Gaara, then move the one you didn't move (Iruka or Gaara) so that they are now last in the buff/clone order.
Consequently this also determines which Mysteries are used during Auto. Given equality in Chakra requirements and Mystery type, the last ninja moved will be the first ninja to queue a Mystery in the 2nd and following turns.
For instance if I want my Main's Mystery (we'll say it's a 40 Chakra Mystery that can only be used in Round 2) to go off first in the 2nd round, while Auto, after I've placed my ninjas I would simply move them to any spot and then move them back to the spot I wanted them in. They will now be LAST in the buffing order and FIRST in the Mystery queue, so long as nobody with a @ 20 Chakra is not on my team. 20 Chakra Mysteries seem to have priority (ie Kakashi, Tobi) over 40 Chakra, and 40 Chakra over 60 Chakra.
