Is it worth it to top up and buy Jonin Medal before anything done in the Game. Or when should I buy one? Want to start fresh on a new server.

When I spent Gold with Level 1, for example Jonin Medal and there is a spent Gold event (not all events are available at level1) will this count when I rech the level recuriment?
A bit difficult question I know ^^
