I guess, that "Confusion" block is for the Village where he belongs .. Since he claimed and announced that he is Madara which is founder of the Konoha but abandoned the village and never seen before until the Five Kage Conference, no one knows where he's affiliated now .. He even don't have Headbands to represent the village where he came from .. Plus the Mystery behind the confusion of why he's still alive when he's supposedly dead by the time he appeared in Conference .. That's why he's marked with "Confusion" i guess ..
