No way to buy fragments of basic ninjas?

I noticed a few ninjas when you go to the ninja collection interface dont seem to appear even though the game takes you to one of the interface when you click to see how to obtain frags for a certain ninja. How come this happens. for example GNW Lee is meant to be obtained by going to the ninja colection interface but I only see eigth gate and normal Lee there

    There are restrictions to how to obtain specific ninjas. Some ninjas can be obtained by sweeping Elite Instances, some by Limited time Events, some by Coupon/ingot, and some by using currency shown below:

    You can find the specific criteria in obtaining the fragments through the "Ninja" interface as stated above by going to:
