It's not worth it. You'll get him eventually just from playing. He takes like 2000 pulls for him or Kirin, but in the mean time you'll earn points for every pull, and you can just sell any new runes you get. You are better off just leveling anything that isn't to a flat level, then just turn any new ones you get until you have enough points.
