By pulls I hope you mean free draws, because you shouldn't under any cir*stance (only maybe if you have like every other treasure super rare) spend seals on that treasure.

Anyhow, without skillbooks the pains are overall weak (in comparison to meta ninjas) but there are many that are useful for specific formations, to fill slots on ranked battle or to use as replacement while you work on a stronger team.

Jigokudo for example could be used in many 2/3 healers formations, you could use him as chakra battery too for mana-hungry teams, also he's core for Edo Deidara double healer standard team.

Gakido is solid too, you c*e him for the old, but still decent at lower powers, Sage Naruto/Gaara/Wind main teams, also useful for earth main.

I'm not sure about either Chiku nor Ningendo, I haven't seen them on any decent team lately, maybe someone can still come with something creative.

Of course this is just my opinion, maybe someone else thinks they're top tier and might provide us with teams for them.
