I don't know either, but if you're referring to the "Treasure" icon under Character, I'm level 59 and I don't have it either T_T.

You don't get that at lvl 70 either maybe when they increase the cap

Its not implemented yet. Basically the mystery treasure is a Gacha system that changes every week and rolls individual fragments of a weekly set of character. It costs seal scrolls as well but it allows you to be more precise with your rolls (doesn't mean you'll be getting the featured rare ninja easily though).
