no, this is not entirely true, because there is no guarantee in the rng event, because even if you spend 5k you can't get it in full, i know personally that people spent more than 11k and they did't get it fully, so it is better to collect 10k and to wait for an event that could be a good event to get her fully.
also this great plates is good to get power , but not to get frag.

There's a very very very slim chance you don't get her completely in great plates(her drop rate is insanely high) but even if you do get that very very very slim chance, you get most of her frags and a decent amount of bp and you can just finish the rest of kushina's frags from free frags from events. Great plates gives you a way better run for your $ and even if you're that very unlucky person, you'll still get more value and will get kushina cheaper than if you spent in lucky dice to get her. About your statement on how great plates is only good to get bp, it depends how much are you willing to pour. If you were a guy like me who was trying to get lvl 9 in oil control, you'd get around 40+ frags of the other ninjas(in the old great plates not including kushina hbh), which would help you a lot if you were also trying to get those ninjas.
haha, you don't know what really happen , this event is not what like you think about , not everyone like you or anyone have the same luck , maybe you get a lot of her frag but this don't mean that everyone do or can get her , it's a rng event , there is no guarantee , you can get some frag but not to get her fully, but the best part in this event is get some stuff that we need it to get more power , i don't say it's a bad event but it's not soo good to spend in it just to get ninjas from it .

In that old great plates, the rng was rigged, kushina hbh had an extreeme drop rate. Everyone in my server who spent in great plates got her for 7k or under, so like i said before, you gotta be nearly impossible kind unlucky not to complete her if you spend at most 7-8k.
not everyone can get her by 5k or 7k , to me i spend over 6.2k to try to get some her frag , and all what i get is shisui and masked man or coins some power stuff , andi saw many in my server who do same and they don't even get a one frag of her . but it's a RNG event ,no thing new about this .

Yes, but there is a set probability of something happening, the chances will eventually balance out and "luck" is no longer a factor, the only "luck" you're talking about might only increase her drop by 3-4 times or decrease it by 3-4 times, but it will stay relatively near the probability (look up standard deviation if you want to learn more)

RNG is never about certainty, but it is about probability.
WIth Kushina in the great plates last month or so, it'd be like this;
after 4k coupons, around 20% of ppl were lucky enough to get all 80 frags of her.
after 5k coupons, around 30% of ppl got 80 frags of her.
after 6-7k coupons, around 80% of ppl got 80+ frags of her. (ofc, this percentage is just an arbitrary number i came up with, but you get the idea)
sure, you theoretically might never get to a '100% of ppl getting 80 frags', but that is extremely unlikely... like one in a million people unlucky. If you are that person who spent 10k coupons in great plates and didn't get kushina... try a lottery my friend, your absurd luck may win you the jackpot xD
