RNG is never about certainty, but it is about probability.
WIth Kushina in the great plates last month or so, it'd be like this;
after 4k coupons, around 20% of ppl were lucky enough to get all 80 frags of her.
after 5k coupons, around 30% of ppl got 80 frags of her.
after 6-7k coupons, around 80% of ppl got 80+ frags of her. (ofc, this percentage is just an arbitrary number i came up with, but you get the idea)
sure, you theoretically might never get to a '100% of ppl getting 80 frags', but that is extremely unlikely... like one in a million people unlucky. If you are that person who spent 10k coupons in great plates and didn't get kushina... try a lottery my friend, your absurd luck may win you the jackpot xD

Frankly speaking for Edo Deidara, just collect his fragments from events like Lucky Board, Lucky Stars, Konoha's Great Tree, etc.
There are events like Lucky * that have him as the jackpot, but maybe 1-2 people per server will get him from that. I personally got my deidara like that, but that was because i tossed in 4k coupons into lucky * for the lolz and got really lucky.
If you are a f2p and struggling with coupons as well as having no good team, I see two paths for you;
1) save up and get jonin minato. He is MUCH cheaper, and once the shop updates come in a few months his bond mystery will be easy to get. With his bond mystery, Jonin Minato becomes a me
ta-pvp ninja on the same level as edo deidara, so you c*e him instead to create a good team. 2) save up until a fukuromaru event and a deidara event coincides. This is unlikely, but if it does happen you will get pretty good returns. Or, get Deidara when there's an event that gives you extra power-items in addition to his frags (e.g lucky board). Deidara typically costs 2-4k cpns more in those events, but the power items you get as a bonus are worth it.
