u can get free refines from swb, so use those to try and get the lvl, and buy whats left, im at 800/1000 too and thats my plan atm
people are impatient/stup1d that's why they get the lvl 9 refine and go for the 10 separately, the cost of the 200 refines wish credit gives u even at 40% off is 4560, almost $100 in free refines that are lost by not waiting.
It might not always be impatient, when I first started I didn't understand the importance of making full use of the wish credit., which really bit me in the ass later. So I have a few 9's that are simply going to be super expensive to get to level 10, so they are the last priority for me. Right now I am about 240 away from pushing my last last 7 to level 10. (1400 advanced for 100% shot at going the full way. Though it will probably not take quite that much, but I started playing it safe a while ago.) Then back to saving to push any 8's I have up to 10.
