There's nothing weird about that since he's one of the meme ninjas that can be recruited with 1 star .. The weird one is the Oasis, giving his frags to 3 stars + 10 excess frags .. And the fact that 1 star or 5 star, his appearance will never change so not weird at all ..
As for 10 excess frags, if for some reason they ever bring this back, and do 90 frags again, we would all have enough to 4* him. Not exactly thrilling, but its one of the few reasons that make sense to me.
