still you can interrupt them i think... In your lvl only immune squads you'll prob face are lm guys with roots, but that only lasts for 2 rounds so the next rounds you'll chaos them easily xD

not sure if that level would have experimental jutsu though

For early game you will do fine, save 3k and get sailor. She's still useful to this day, better get her early.
