First off, as far as I know, when it comes too Kage, GNW, and Tendo treasures, you can not get the same super twice, here are a few examples.

Tendo Treasure:You pull Tendo at 400, guranteed to pull Hashirama at 800

Kage Treasure:You pull Susasuke (or Sasuke [Susano'o]) first, you'll pull Ay [The Fourth Raikage] next.

GNW Treasure:You pull Madara first, you'll pull Kuramato (Or Naruto [Kurama Mode]) next.

Though, Edo Hashirama is fragments only, just like Sutachi/Itachi Uchiha [Susano'o], so you'll only get his fragments, not the actual full guy. You should get 30-40 fragments though, I don't fully understand if you're after efficiency, just not wanting to put in 1100 scrolls for a possible waste, or if you're after the fragments and want the other super too, either way, you should get the other super rare (Kuramato), along with a lot of Hashirama fragments in that 1100 scrolls.

(Most treasures make it so that you're guaranteed the alternative super upon getting the first, the only exception is Edo Tensei treasure, which I found out. (I pulled Rasa first, Rasa second.), but GNW should get you Kuramato if you pull another 1100 for Edo Hashirama fragments.
