Personally, I think a good solution to this would be to increase the exchange rate of Summon Fragments (The one's you get from fighting the summon) by 10x. This would mean that people who are actually active will be able to collect more summoning chakra

Or make each pack drop 2x chakra.

And no matter what, the summon chakra must be updated every time new summon released.

It's impossible for a system designed for 1 summon without too much excess chakra, to supply enough for 2 summons.
