Suggestion: include donations as a factor when distributiong gnw packs. This will benefit players (group skills priority, then group wheel for coupons) as well as the group (more donations = faster advancement).

In my group we have x ammount as minimal donation to even be considered for a pack, as well as in case of any doubts more donations get better quality pack.
