As the leader of my group, I've made Rules and Conditions for Distributing GNW Packs .. First of all is the Activeness, activeness in both GNW battles and activeness in day by day basis .. Second is the willingness to donate coins and chakras without being reminded, the fact that they know their duties and responsibilities is a good sign of being a good member .. Third is the willingness to follow rules and suggestions when it comes to team building for better synergy in defending a land .. Aside from the 3 major conditions, i also check the pack distribution log so that the packs will be distributed fairly and each member will be able to experience all kinds of packs ..
If you want to track your distributions, i will suggest that you make a excel pad where you can record all your distributions per week .. Just like what i did but now that i have more than 20 members joining GNW and Cross-GNW, i made a new way to distribute packs and that is by WeekGroupings .. But of course, we still have Rules and Conditions like before ..

Note : My group is the last group active in our Merged Server (Survivors of 5 groups) xD ..

Best thing I find is to ignore pack size and simply sort by seal scroll amount, if you have common attendees, trying to keep there scrolls balanced out between each other as best as possible, I never give anyone a pack 3 weeks in a row, usually give packs to the top participants each week, giving ones who did all rounds first, while never giving them 3 packs in a row.
Theres no best way as people will never really attend EVERY gnw everytime, so it's impossible to perfectly balance them, just do your best.
I keep track of mine with googlesheets.
