Give them based on that:

Numbers of times player's participations ( more - better)

Activity ( don't give it to inactove ppl of course)

Pack player got last time (Players that haven't got pack before might get now)

Personal things

Best to give it to active ppl that was on all rounds and they didn't get pack before.
