One is fire and one is wind and that alone often dictates whether or not you'd want it on a team, but also.... sage gives extra chakra and is quite often on teams that like that sorta thing. Konohamaru gives more options, I guess... But it's certainly not like any team currently wanting Sage would be upgraded by him is all...
