If your refines are around level 4 definitely medium refines. Cloth really only becomes worth it when your power is high enough and there's not a lot of options to gain power. At the beginning of the game, medium refines is definitely better and lucky board is also really good early on because you get a lot of items in addition to the refines and lots of level 4-5 magatamas.
